Rice mills can get funding under PMEGP (up to ₹50L with 25–35% subsidy), PMFME (35% CLCS subsidy up to ₹10L for existing mills), NABARD-backed agro-processing loans through commercial banks, and standard MSME term loans from PSU banks. Loan amount depends on capacity — a small 2-tonne/day mill typically needs ₹10–₹25L, a 5-tonne/day mill needs ₹25–₹60L.
A rice mill DPR must include: (1) Land and building details (owned/leased), (2) Machinery list — paddy dryer, hulling machine, separator, polisher, bagging unit, (3) Raw material — paddy procurement quantity and source, (4) Power requirement and generator cost, (5) Working capital — paddy stock, milled rice stock, (6) 5-year revenue projections based on milling capacity and rate, (7) CMA data and DSCR ≥ 1.50 for manufacturing, (8) By-product revenue — rice bran, husk.
Yes, rice milling is consistently profitable. A standard 2-tonne/hour rice mill earns ₹2–₹5 per kg milling charge. Additional revenue comes from selling rice bran (used in oil extraction) at ₹12–₹18/kg and husk (fuel, packaging) at ₹1–₹2/kg. A well-run mill with 8 hours/day operation can generate ₹8–₹15L annual net profit on a ₹25–₹40L project cost, giving a payback period of 3–5 years.
For new rice mills: PMEGP is better (up to ₹50L, 25–35% subsidy, creates employment). For existing mills needing modernization/expansion: PMFME (PM Formalisation of Micro Food Enterprises) is ideal — 35% CLCS subsidy up to ₹10L, specifically for food processing upgradation. NABARD is best for large mills (above ₹1Cr) through NABARD-eligible cooperative and commercial banks.
For manufacturing units like rice mills, banks require DSCR ≥ 1.50 for each repayment year. DSCR = (Net Profit + Depreciation) / (Annual Loan EMI). Your project report must show this for all 5 projection years. Banks also verify that Year 1 capacity utilization is realistic (50–60%), not unrealistically high, and that the gross profit margin is consistent with the milling rate and paddy price in your district.
A basic rice mill requires: pre-cleaner (₹50K–₹1L), paddy huller/husker (₹1.5–₹4L), paddy separator (₹80K–₹1.5L), rice polisher/whitener (₹2–₹5L), length grader (₹1–₹3L), bagging machine (₹50K–₹2L), and electrical panel and wiring (₹1–₹2L).
